HTA Rep Council Minutes
February 10, 2010

President Jerry Hall called the meeting to order at 4:00.

The minutes were read and approved. Motion was by John Graham, seconded by Georgette Johnsurd. Motion passed.

Negotiations Report:

The team met with the District on February 10th and will meet with the District again on February 11th. Things are moving slowly. The District only wants to talk about us taking a 6.5-7 % pay cut. This reeducation could be a combination of furlough days and salary. Dr Platter had just dropped the District proposal off just before the meeting started so the team will look at before they go into the meeting tomorrow. The District has refused to talk about the contract language that HTA has proposed. They say they will only discuss it after we agree to the 6.5 – 7 % pay reeducation. The Rep Council members were very upset about the 8%raise that the cabinet received in October. It was suggested that we try to get language on class size cap.

Presidents Report:

Jerry shared the letter to the editor that he had written in regards to the perks the cabinet members have received from the board.

Jerry asked for Reps to get their teachers to attend the March 2nd School Board Meeting at 6:30. Have your teachers wear black. Jerry will ask for some speakers.

March 4th is Stand Up for Students. Jerry asked for teachers to stand out side of their school site a half hour before their work day to hand out pamphlets to parents. Materials for signs will be available March 1st in the HTA office.

RIF’s will likely go to due process. CTA will attend the March meeting to go over the process.

There were 31 teachers that took the SERP.

John Graham will help with the Organizing Committee. If you are interested on being on the committee see Jerry. Try to get one person from each site.

The district maybe monitoring emails that mention HTA. Be aware that when you send an Everyone Instructional email it goes to the Principal.

2nd Vice Presidents Report:

May 14th is the retirement dinner at Soboba Country Club.

Treasurers Report:

The budget will not balance because of the retirement dinner.

The first reading of the 2010-11 budget will be at the March Rep Council meeting. CTA will be raising their dues by $1.82 and HTA will go up about $2.10 for next year. It is based on the average of the last 3 years.

Committee Reports:

We are allowed to send 3 people to the NEA convention and we only have 3 people who want to attend. Michael Swain made the motion to not hold an election, seconded by Alyssa. Motion passed. John Graham, Robert Hudson and Evelynn Kight Moore will attend the convention.

State Council Report:

Don’t sign any retirement initiatives.

Special Ed: Law passed that will effect Special Ed teachers they will need to add on supplemental credentials after 8-1-20011 if they teach autistic or blind students.

There is concern about how to protect teachers from behavioral students who “act out”. There is a new policy that has been proposed concerning this issue and it will go to CTA State Council for approval.

If you retire before 60 years of age, any subbing or other job through a school district is deducted from your salary $1 for $1 for the first 6 months of your retirement.

You can’t make a deal to work for the district next year until after you retire.

Ca is changing the test that is given to the Severely Disabled students and John Graham asked for teachers teacher’s to be allowed to serve on the committee to set the standards.

Site Concerns:

Harmony: The district wants the teachers to leave campus when the cleaning crews leave campus. The reason being that there have been break ins and the district is concerned for the teacher’s safety.

Supplemental Materials: They may be used if you can show they support the standard.

Paula Williams won the Patience Prize.

John Graham moved that the meeting be adjourned. Georgette Johnsurd seconded the motion. Motion passed

The meeting adjourned at 5:30 pm.
